Cultural exception and digital sovereignty
as a strategic imperative

At a time when major technology platforms capture the bulk of the value created online by positioning themselves at the center of all uses, including access to information and cultural offerings, the creation of alternative spaces becomes a necessity to preserve pluralism and the French cultural model.

The Dataspace Culture Technè project responds to this challenge by proposing an interoperable and multidisciplinary data space , involving one or more sectors of the cultural and creative industry in France.

By facilitating the sharing and interoperable use of data, the project enables a better understanding of audiences and publics, paving the way for new forms of engagement, personalization and monetization.

A creative and cultural industry

Audiences now discover shows via newsletters, notifications, social networks, online advertisements to which they are exposed during their browsing journey (online search, TV, radio or press media, AI agents and engines).

Tickets are primarily purchased online through ticketing websites, cultural institutions, or distributors, via online platforms, and soon through generative AI engines. Tickets are provided as QR codes, which can be saved to smartphone wallets. The public is then encouraged to purchase additional tickets through targeted newsletters and influencer recommendations.

New modes of consumption and digital uses are a source of opportunities for the cultural and creative industry , as they open the way to a new way of reaching audiences and therefore a way to diversify revenues (subscriptions, purchases, advertising revenues).

The Dataspace Culture Technè project establishes the defense of cultural and creative pluralism as a strategic imperative and proposes an interoperable and multidisciplinary data space , involving the interconnection of several complementary sectors of the cultural and creative industry.

Towards a fairer model of value distribution

In the digital environment, large technology conglomerates derive their power from the massive exploitation of data from both professional and individual users , across various service levels (mobile devices, operating systems, payment methods, app stores, search engines, browsers). These companies possess detailed knowledge of online user behavior and preferences , thereby influencing their choices through opaque recommendation mechanisms.

Conversely, the cultural offering remains difficult to discover, fragmented as it is. Data is scattered among different actors, creating a lack of clarity and inefficiencies , which limits the revenue and development prospects of cultural institutions, content creators and works, producers and organizers, and media outlets, even though the cultural and creative offering generates enormous value while, at the same time, public resources are decreasing.

By creating an interoperable, cooperative, and independent data space , Technè offers an alternative where interconnection allows each operator to extract more value. This rebalancing promotes the economic sustainability of sectors, supports innovation, and reduces dependence on dominant platforms, while strengthening European competitiveness.

Regain control of data
to reinvent the relationship with the public

Data is a driving force of the global economy. It allows us to understand audiences, adapt offers, optimize editorial strategies, and enhance the value of content.

However, this data often remains fragmented, siloed, or underutilized throughout the value chain. Large technology conglomerates are currently the only ones with a complete view of user journeys, navigation patterns, and interests across all uses, despite being merely intermediaries.

Technè reverses this logic by reconnecting creative and cultural actors with their audience, improving their visibility, and giving them the means to exploit their audience data in a secure, reliable and transparent framework , compliant with competition law, the GDPR‑ePrivacy, the Data Governance Act, the Data Act and the NIS 2 cybersecurity directive.

The European Commission is proposing a new European data governance framework to facilitate data sharing between sectors and between Member States. This will create wealth for society, provide citizens with a means of control, and build trust among businesses.
